Pentagon blocks Ukraine from hitting too deep inside
The policy, in place since late spring, specifically blocks Kyiv from employing ATACMS missiles for deep strikes across Russia’s internationally recognized borders. At least one Ukrainian request to target a site on Russian territory was reportedly denied by Washington.
Observers have linked this decision to President Donald Trump’s diplomatic push to “entice” Moscow during peace negotiations. Trump recently met Russian President Vladimir Putin in Alaska—their first encounter since 2019—before holding talks days later in Washington with Ukrainian leaders, NATO representatives, the EU, and several European states.
While pressing both Moscow and Kyiv to move quickly toward a settlement, Trump also stated on Thursday that Ukraine has “no chance of winning” without the ability to hit Russia directly.
The president has frequently criticized his predecessor for what he described as unconditional military backing of Ukraine, and earlier this year accused Ukrainian President Volodymyr Zelensky of “gambling with World War III.”
Russia, for its part, continues to insist that Western weapons supplies make those countries direct participants in the conflict. Moscow has also made the cessation of foreign military aid one of its key conditions for agreeing to a long-term ceasefire.
